BIOGRAPHY OF COLONEL LESTER C. HESS, 2009A

     Colonel Lester C. Hess, currently commander of Reese Air Force Base, Texas,
has had a long and varied service career since his first enlistment in 1935.
     The colonel was born on August 1, 1916, in Syracuse, N. Y.  His mother,
Mrs. Henry Fortune, resides at 1046 Highland Street, in that city.  His father
is deceased.
     After graduating from North High School, Syracuse, in 1934, young Hess
entered the New York National Guard in September of that year.  Remaining in
the Guard until June 30, 1935, he entered up active duty and soon attained
the rank of corporal, after being appointed an assistant squad leader.
     Hess served in enlisted status until June 30, 1936, when he received his
appointment to West Point.  Graduating in June, 1940, with a degree in Military
Science, he was commissioned as a second lieutenant.
     Lieutenant Hess shortly thereafter entered the Army Air Corps pilot training
school and after eight month's instruction, graduated and received his wings
in 1941.  Other flying training, including glider pilot and transition, was
taken in 1942 and 1943, respectively.  Promotions kept pace with training
and experience.  His first lieutenancy came in October, 1941, he made captain
in March, 1942, and was promoted to major in November 1942.
     The year of 1944 was a busy one for the major.  In that time he served a
three-month tour in the Bismark Archipelago and the Northern Solomons; attended
the 10-week General Staff Course at the Command and General Staff School; and
then completed another 10-week school, the Air Staff Course, conducted by
Headquarters, Army Air Corps.

     Major Hess was promoted to lieutenant colonel in March, 1945, while serving
in the states and in June, 1946, was reassigned to the Caribbean for a three
year tour.
     Assuming Strategic Air Command duties at Biggs Air Force Base in June,
1949, he remained there until July, 1950, when he was assigned on temporary
duty to the United Kingdom.  Returning to Biggs in January, 1951, he was
named commander of a bomb squadron in the 97th Bomb Wing and was promoted to
colonel in the same month.
     Colonel Hess, in February, 1951, was transferred to Forbes AFB, Kan., 
as director of materiel for the 21st Air Division.  In February, 1952, he 
attended a three-week Air Force Manpower Management course at George Washing-
ton University, Washington, D. C.; returned to his materiel duties at Forbes; 
and, in January, 1953, became assistant chief of staff, 5th Air Division, in 
Morocco, North Africa.  On July 1, 1954, he became a permanent colonel.
     He was chief of staff for the Division when he was reassigned as 801st
Air Division director of materiel, Lockbourne AFB, Ohio, assuming those duties
in September 1954.  He held positions there until transferred to Little Rock
AFB, Ark., in January, 1955, as a deputy wing commander.
     In February, Colonel Hess, a senior pilot, attended a 10-week jet medium
bomber advanced flying school conducted by SAC at McConnell AFB, Kan.  On com-
pletion, he returned to Little Rock and in May, 1955, was made commander of
the 70th Strategic Reconnaissance Wing.
     Colonel Hess' SAC duties ended when, in October, 1955, he was assigned
as a wing executive officer with the Air Training Command at Ellington AFB,
Tex.  In September, 1957, he was transferred t o ATC headquarters, Randolph AFB, Tex.,
where he was named assistant deputy chief of staff, personnel.  On August 18, 
1959, he assumed command of the 3500th Pilot Training Wing, Reese AFB.

     Colonel Hess has received many awards and decorations during his career.
Among them are the American Defense Service Medal, the Army Commendation Medal,
the Asiatic-Pacific Theater Medal, the American Campaign Medal, the World War II
Victory Medal, the National Defense Service Medal, and the Air Force Longevity
Service Award Ribbon with 1 Silver Oak Leaf Cluster.
     colonel Hess is married to the former Wanda M. Sylvester, Grand Isle,
Vt., and they have three children, Susan W., 18, Lester C., Jr., 16, and
Allan D., 7.
     The colonel is a command pilot with over 3,500 flying hours in transport,
glider, tactical fighter and strategic bomber aircraft.
