If you attend classes at South Plains College and use campus parking facilities, you must display a valid parking permit, display it properly and park in designated parking areas.
You can register for a parking permit in person from the Deanof Students Office located in the Student Services Building in Levelland or by visiting with a Student Support Specialist at the Lubbock Downtown Center, Lubbock Career and Technical Center, Plainview Center, or Reese Center.

Permit stickers must be placed on the inside of the windshield, in the lower right-hand corner of the passenger’s side. You will be held responsible for any vehicle registered under your name, regardless of who owns or operates the vehicle. If you sell your vehicle, you must remove the permit decal from your vehicle and apply for a new permit.
Parking is on a first come, first serve basis. A parking space is defined as a parking area between two white lines, or a white and yellow line that is designated as a parking spot. PARKING IS NOT ALLOWED ON ANY CITY STREET RUNNING THROUGH THE SPC CAMPUS, EXCEPT IN DESIGNATED AREAS.
Handicapped parking spaces are located near entrances to all buildings on campus. Students with physical limitations must display the state-recognized temporary permit or permanent license plate. To apply for a handicapped parking permit, you must obtain a written affidavit from your personal physician and submit it to your local county tax assessor-collector. Failure to display a proper state-recognized permit or license plate will result in a city ticket and is subject to a state fine.
Temporary parking permits are provided at no cost and may be obtained from the Dean of Students Office, the Dean or Director’s office or a Student Support Specialist at the respective center. You must obtain a temporary permit if you want to park a rented, new vehicle with temporary plates, or borrowed vehicle on campus, and this vehicle does not display a valid SPC parking permit. Temporary permits are valid for two weeks.
Special Events on the Levelland Campus (8:00 am – 2:00 pm, Monday- Thursday)
Sponsors of events should contact the Dean of Students office for issuing of visitor parking permits for the day(s) of the event. These will be issued as temporary permits and are available at the Dean of Students Office on the Levelland campus.
Community Frequent Visitors to Specific Facilities on the Levelland Campus
Regular community visitors to areas such as the library, natatorium, and Texan Dome will be issued a small placard to place on the dashboard of their vehicle. The placard will be good for the academic year and can be obtained from the building they are frequenting. Placards will be stamped with the Texan stamp and have the SPC logo, name of the location for the placard, and valid academic year.
If a citation is received while in possession of the placard, the citation should be given to the person who issued the building parking placard.
In addition to campus parking regulations, you must also comply with applicable city and state traffic laws. Parking violations include, but are not limited to, the following:
- Backing in
- Failure to display a valid SPC parking permit
- Parking in a restricted area
- Parking on a city street, except in designated areas (citations and fines regulated by the city)
- Parking in a space designated for off-campus visitors
- Parking without authorization in a designated handicapped space (fines regulated by the state of Texas)
- Improper display of a campus parking permit
VIOLATIONS RESULTING IN TOW AWAY
The fine for parking violations will result in vehicles being towed off campus. Where towing is not feasible, the equivalent fine may be assessed to a student's parking records. Such violations include, but are not limited to, the following:
- Receiving 11+ citations on the Levelland campus
- Extreme parking violations including:
- Parking on the grass
- Parking on the sidewalks or a non-designated parking spot (not including the stripped yellow zones, as this will be captured under regular citations)
- Parking in a fire lane
- Abandoned vehicles after 30 days
- Obstructing traffic
- Double parking
- Emergency situations
The fine for parking violations is listed in the Other Fees section of the Academic Catalog. The fee increases based on the number of violations received per term as outlined below. The fine is $10 and is subject to change.

Citation 1 $10
Citation 2 $10
Citation 3 $10
Citation 4 $10
Citation 5 $10 and Dean Referral – failure to comply warning
Citation 6 $20
Citation 7 $30 and Dean Referral – failure to comply sanction with 10 hour community service penalty.
Citation 8 $40
Citation 9 $50
Citation 10 $60 and Dean Referral – disciplinary probation and towing on next citation.
Citation 11+ $70 and Dean Referral – loss of parking privileges on campus and tow for each citation
Fines may be paid in the Business Office, with student support specialists, online or by mail by following the mailing instructions printed on the violations ticket. Transcripts will be withheld until all outstanding fines are paid.
