PURPOSE AND SCOPE

This protocol establishes standards for assessing, managing, and mitigating risks associated with campus events at South Plains College (SPC). It applies to all events held at SPC’s Levelland Campus and extension centers (Plainview Center, Lubbock Downtown Center, Reese Center, and Career and Technical Center). The goal is to ensure the safety of students, employees, and visitors while supporting lawful assembly, expression, and campus engagement as required under Texas Education Code §51.9315.

 

STANDARD EVENT RISK RUBRIC AND THRESHOLDS

Medium attendance or events open to the public, including invited speakers or performances with possible crowd management needs.

Athletic events, guest speakers, open community programs.

Minimum 2 officers present; crowd control plan required; coordination with Facilities for barriers and signage.

 

Level 3 – High

Events with large attendance (300+), political or controversial content, external group participation, or credible threat indicators.

Protests, counter-protests, high-profile speakers, concerts.

Command-level oversight; 4+ officers and mutual aid as needed; emergency operations liaison activated; pre-event briefing; possible venue relocation.

 

 

Thresholds for Police Staffing or Venue Relocation:

For Levelland Campus events, alternate site will be determined on a per-event basis during event planning.

For extension centers, event may be cancelled or relocated to the Levelland Campus or unaffected extension center.

 

Event Postponement/Denial

Credible threat verified by law enforcement; venue structural integrity compromised; extreme weather.

Postpone or cancel with approval from the College President or designee.

 

AFTER-ACTION FINDINGS AND CONTINUOUS IMPROVEMENT

Following each major or high-risk event, the SPC Police Department (SPCPD) and the Emergency Operations Planning Committee conduct an After-Action Review (AAR) within 7 business days. Findings are presented to the Campus Safety Committee.

 

GUIDENCE ON DOXXING, THREATS AND HARRASSMENT

Definitions:

Doxxing: Publishing or sharing personal identifying information with intent to harass or endanger.

Credible Threat: Any communication or act that implies harm to individuals, groups, or property and demonstrates means or intent.

Targeted Harassment: Sustained conduct intended to intimidate or silence lawful participation in campus events.

Reporting and Response Process

  1. Immediate Reporting: Students or staff report incidents via the SPC Police 24-hour line or Title IX Coordinator. Faculty or staff must forward digital evidence (screenshots, emails, posts) within 24 hours.
  2. Assessment and Referral: SPCPD conducts threat assessment in coordination with the CARE Team. If intent or capability is verified, referral is made to local law enforcement or Texas Department of Public Safety (DPS) for joint response.
  3. Protective Measures: Temporary safety escort or relocation for targeted individuals. Cybersecurity notification to IT for social media takedown coordination. Consultation with the Offices of Admissions and Records and Marketing and Communications regarding FERPA and speech protections.

Annual Security Risk Management Training for event coordinators and SPCPD officers.

Biannual review of risk rubric thresholds by the SPC Safety and Security Sub-committee of the Safety & Health Committee.
